    This is the basic WDG DTD. It is based broadly on HTML 4.01 Strict
    but modified with a range of enhancements designed to help improve
    accessibility.

    The purpose of this DTD is to promote maximum accessibility (within
    the limitations of what can be expressed in an SGML DTD), while
    maintaining full back-compatibility with existing W3C standards
    and browser implementations.

    In common with the W3C Strict DTD, it disallows the mid-1990s
    legacy presentational HTML.  This is better handled by CSS.

    The changes with respect to HTML 4.01 Strict are:
	(1) Accessibility Enhancements based on the Author's
	    experience and WAI guidelines.
	(2) Frameset Support, simplified but back-compatible with
	    W3C (excepting accessibility enhancements).

    This is HTML 4.01 Strict DTD, which excludes the presentation 
    attributes and elements that W3C expects to phase out as 
    support for style sheets matures. Authors should use the Strict
    DTD when possible, but may use the Transitional DTD when support
    for presentation attribute and elements is required.
    
    HTML 4 includes mechanisms for style sheets, scripting,
    embedding objects, improved support for right to left and mixed
    direction text, and enhancements to forms for improved
    accessibility for people with disabilities.
